How can we help?

Our services are delivered by our team of Certificate in Local Council Administration (CiLCA) qualified locums, all of whom have the knowledge and skills to provide the support you need. They are employed by the Society of Local Council Clerks (SLCC) for the duration of the assignment, so we take care of all the relevant employment details, enabling the council and locum to comply with HMRC off-payroll rules. We also provide all our locums with Full membership to SLCC’s advisory service ensuring that they have access to further expert support should it be required.

The hourly rate charged for locum support is often more than that of permanent staff due to the nature of the work and the flexibility offered, however, in return is a trained individual who is ready to hit the ground running. They can deal with complex situations and impart new skills and processes, bringing added benefit to the council and public they serve.

Depending on the hourly rate the locum would charge LCC, costs range from £25 per hour upwards. This rate is agreed with you at the start of the contract and is inclusive of Employers National Insurance, our payroll and handling costs, pension contributions and a payment for annual leave. LCC do not charge a fee to source a locum and, to make it easy and simple, we do not ask for an initial deposit or an upfront payment – you just receive an invoice from us each month once the locum’s timesheet has been approved and submitted to us.

As an added benefit, should one of our locums be appointed to the permanent position following completion of an assignment of 12 weeks or longer, we do not charge an agency fee.

Providing councils with professional, temporary cover...

Helen Owen, Bingley Town Council Chair

‘Tracy acted as Locum Clerk for Bingley Town Council at a time of massive change in staffing. She was the consummate professional and managed the period of transition skilfully. Her depth and breadth of knowledge in local government and local council policies and procedures was second to none. Her advice and counsel was invaluable and delivered with warmth, empathy and good humour, enabling us to manage difficult situations well. Her advice and support to council members and new members of staff was useful and relevant. I would highly recommend Tracy as a consultant.’

Lisa Rackett, Tovil Parish Council

‘The whole process was made so easy and your quick service meant that our audit was carried out on time and successfully.’

Cllr Alex Ross-Shaw, Wrose Parish Council

‘When we urgently needed a locum clerk to step in and steady the ship, SLCC stepped in and sorted everything out extremely quickly and efficiently. The locum was fantastic and supported us as we went through the process of hiring a new clerk and on to a new era for our Parish Council! Thanks so much!’

Eileen Jones, Tywyn Town Council / Cyngor Tref Tywyn

‘Our locum is first class, has entered into our work with total dedication and professionalism, nothing is too much. We thank you for introducing her to us. She has visited us twice, although living over 100 miles away, she is always pleasant on the phone and very willing to help. We would love to keep her, but have a new clerk on the way, thanks again to our very special locum.’

Emma Harris, Flitwick Town Council RFO and HR Officer

‘I’d like to say thank you to both the LCC and Jane who helped us out of a tricky time when we found ourselves without a clerk over the election period. Despite the locum service being fairly new we received a very professional service from start to finish.’
